The 11th Extraordinary Meeting of the Executive Committee of the Afghanistan Chamber of Commerce and Investment (ACCI) was held at the main office, chaired by Mr. Sayed Karim Hashemi, Chairman of ACCI. The meeting focused on strengthening internal management, enhancing coordination and cohesion among the Chamber’s leadership bodies, improving and expanding services to the private sector, and reviewing preparations for participation in the August 15 ceremony marking the Victory Day of the Islamic Emirate of Afghanistan.

The meeting was attended by Mr. Mirajan Sulaimankhel, Deputy for Policy and Government Relations; Mr. Gulbahar Habibi, Deputy for Commercial Affairs; Mr. Faiz Ahmad Khawafi, Deputy for Provincial Affairs; Mr. Abdul Nafi Barakzai, Deputy for Support to Domestic Production and Products; Mr. Enayatullah Sediqzai, Deputy for Services; Mr. Mujib-ur-Rahman Shirzad, Deputy for Strategic Affairs; and Mr. Zabihullah Omarkhil, Secretary General of the ACCI Board of Directors.

At the beginning of the meeting, Mr. Sayed Karim Hashemi, Chairman of ACCI, spoke on eight key areas related to the Chamber’s internal, managerial, and operational affairs. Key issues included strengthening institutional capacity, reforming and improving internal affairs, reviewing the responsibilities and division of duties within the Board of Directors, strengthening coordination among the Leadership Council, Executive Committee, Board of Directors, and Executive Directorate, reviewing operational and administrative decisions, ensuring ACCI’s effective participation in the August 15 Victory Day ceremony, improving administrative and technical services to the private sector, and safeguarding the Chamber’s institutional standing, credibility, and reputation against any conduct or action contrary to its principles and interests.

In his remarks, the Chairman stated, “Our responsibility is not limited to carrying out day-to-day affairs. Rather, we have a duty to create an environment for the growth of trade, investment, production, employment, and healthy and sustainable private-sector activity through sound management, timely decision-making, effective coordination, and systematic planning.”

Referring to the comprehensive preparations by ACCI and the private sector for the August 15 Victory Day ceremony, Mr. Hashemi noted that AFN 450,000 had been allocated by the Chairman and deputies of the Chamber from their personal funds to cover part of the expenses and requirements related to the preparation and organization of the ceremony.

He also emphasized the need for detailed event planning, proper coordination with relevant authorities, invitation of guests, active participation of private-sector representatives, well-organized programming, appropriate media coverage, preparation of messages, and completion of other necessary arrangements.
Following this, Mr. Zabihullah Omarkhil, Secretary General of the ACCI Board of Directors, presented the agenda items of the 11th Extraordinary Meeting of the Executive Committee to the participants.

Mr. Faiz Ahmad Khawafi, ACCI Deputy for Provincial Affairs, then presented a report on the revenues and expenditures of the provincial chambers. Mr. Zainullah Hasany, Deputy for Finance and Administration and Acting CEO of the ACCI Executive Directorate, also presented a report on the activities and performance of the Executive Directorate.

In the final part of the meeting, members of the Executive Committee held comprehensive discussions on the active participation of the Board of Directors in advancing the Chamber’s activities, the organization and implementation of the August 15 Victory Day ceremony, the organizational structure and staffing levels, revenues and expenditures of provincial offices, proposals from the Executive Directorate, and other important administrative and operational matters.

Following a comprehensive review of the issues discussed, the necessary decisions were adopted to strengthen internal coordination, improve the quality and effectiveness of services, enhance administrative procedures, and ensure more effective implementation of the programs and activities of the Afghanistan Chamber of Commerce and Investment.

Mr. Sayed Karim Hashemi, Chairman of the Afghanistan Chamber of Commerce and Investment (ACCI), during his working visit to Herat Province, accompanied by Mr. Faiz Ahmad Khawafi, ACCI Deputy for Provincial Affairs, and Mr. Mirajan Sulaimankhel, ACCI Deputy for Policy and Government Relations, visited the carton production factory of Al-Madina Ansari Company.

The visit was aimed at supporting domestic investment, strengthening the private sector, assessing production capacity, and gaining a better understanding of the factory’s industrial capabilities.

During the visit, officials of Al-Madina Ansari Company stated that the factory is one of the largest and most well-equipped carton production facilities in the region. They noted that the facility operates using modern, standardized machinery and under the technical supervision of foreign engineers.

According to company officials, the factory has a nominal production capacity of 500,000 square meters of carton per day. Its required raw materials are sourced from Iran and Russia, while Chinese and Iranian engineers are engaged in the factory’s technical and specialized operations.

The Chairman of ACCI and his delegation expressed their appreciation for the industrial activities of Al-Madina Ansari Company and its contribution to the development of Afghanistan’s packaging industry. They emphasized the importance of supporting investors, strengthening domestic production, increasing value addition, reducing dependence on imports, and creating greater opportunities for the growth and development of the private sector.

A delegation from the leadership of the Afghanistan Chamber of Commerce and Investment (ACCI) traveled to Ashgabat at the official invitation of the Chamber of Commerce and Industry of Turkmenistan, with the aim of expanding trade and economic relations and strengthening regional cooperation between the two countries.

The delegation included Mr. Faiz Ahmad Khawafi, Deputy for Provincial Affairs of ACCI; Mr. Mirajan Sulaimankhel, Deputy for Government Relations of ACCI; Mr. Younus Qazizada, Chairman of the Herat Chamber of Commerce and Investment; Mr. Zahir Shah Tokhi, Chairman of the Herat Oil and Gas Union; Mr. Rahimi, Deputy for Youth Affairs of the Herat Chamber of Commerce; several members of the Board of Directors of the Herat Chamber; as well as a number of Afghan traders and Afghan traders residing in Turkmenistan.

During the visit to Ashgabat, Mr. Faiz Ahmad Khawafi attended an official meeting of the Chamber of Commerce and Industry of Turkmenistan, where he met and addressed officials of the chamber, Turkmen traders, industrialists, and investors.

Mr. Khawafi, referring to the historic, friendly, and economic relations between the two countries, emphasized that trade relations between Afghanistan and Turkmenistan should move beyond conventional buying and selling toward joint investments, the establishment of joint ventures, long-term contracts, and practical economic projects.

He identified oil and gas, energy, industry, mining, agriculture, transportation, railways, transit, logistics, and warehousing as key areas of cooperation between the private sectors of the two countries.
During the meeting, Mr. Khawafi formally invited 100 Turkmen traders, industrialists, and investors to visit Afghanistan as part of an economic delegation and explore the country’s investment opportunities firsthand.

At the conclusion, he emphasized the expansion of direct business-to-business contacts between companies of the two countries, the exchange of trade delegations, and the practical follow-up of joint projects.

The ceremony for a cement production plant was held in Herat Province, attended by Mr. Mullah Abdul Ghani Baradar Akhund, Deputy Prime Minister for Economic Affairs; Mr. Mawlavi Abdul Salam Hanafi, Deputy Prime Minister for Administrative Affairs; Mr. Sayed Karim Hashemi, Chairman of the Afghanistan Chamber of Commerce and Investment (ACCI); and Mr. Haji Faiz Ahmad Khawafi, ACCI Deputy for Provincial Affairs, in the presence of several cabinet members, government officials, traders, investors, and representatives of the private sector.

The plant will be constructed with an investment of $143 million by Mr. Gulbahar Habibi, ACCI Deputy for Commercial Affairs. Upon completion, the plant will have a production capacity of 3,000 tons of cement per day. The project is considered an important step toward strengthening the country’s production capacity, developing key industries, increasing domestic production, creating employment opportunities, and reducing dependence on imported cement.

Speaking at the ceremony, Mr. Mullah Abdul Ghani Baradar Akhund described investment in the production and industrial sectors as a key driver of Afghanistan’s economic growth. He emphasized the importance of supporting investors, expanding economic activities, and creating suitable conditions for the implementation of major industrial projects.

Mr. Sayed Karim Hashemi, Chairman of the Afghanistan Chamber of Commerce and Investment, welcomed the launch of the project and described large-scale investment in the industrial sector as a fundamental necessity for the country’s economy. He also emphasized the importance of supporting the private sector, strengthening domestic production, and improving the investment environment.

Mr. Faiz Ahmad Khawafi, ACCI Deputy for Provincial Affairs, described the launch of the project as an effective step toward strengthening Herat’s industrial base and emphasized the need to support investors and provide the necessary facilities for expanding industrial activities.

Upon completion and commencement of operations, the plant will help meet part of the domestic market’s cement demand through local production. It will also create direct and indirect employment opportunities, contribute to the development of the construction industry’s value chain, and stimulate economic activities in Herat Province.

Government officials and economic stakeholders described the launch of this major industrial project as an important step toward achieving greater self-sufficiency in cement production, increasing domestic output, and strengthening the role of the private sector in Afghanistan’s economy.

A contract for organizing the 5th Imam Abu Hanifa (RA) National and International Exhibition was signed between the Afghanistan Chamber of Commerce and Investment (ACCI) and the Afghanistan National and International Exhibition Center in Kabul, with the aim of strengthening cooperation and creating suitable conditions for the successful organization of this major trade exhibition.
The contract was signed by Mr. Zainullah Hassany, Acting Head of the Executive Board of ACCI, and Mr. Mula Mohammad Payman, Executive Officer of the Exhibition Center, during a ceremony held at the conference hall of the Afghanistan Chamber of Commerce and Investment.
Mr. Zainullah Hassany, Acting Head of the Executive Board of ACCI, expressed his appreciation for the efforts of the committees assigned to organize the exhibition and for the cooperation of the Exhibition Center. He emphasized the importance of the Imam Abu Hanifa (RA) Exhibition in showcasing Afghanistan’s economic, commercial, and production capacities.
He added that, given the importance of the event in expanding trade relations, promoting domestic products, and creating opportunities for interaction among economic stakeholders, ACCI would provide comprehensive cooperation toward fulfilling the commitments outlined in the contract.
Meanwhile, Mr. Mohammad Sabir Latifi, Head of the Exhibition Center, highlighted the facilities and capacities available at the center and emphasized the national and international importance of the Imam Abu Hanifa (RA) National and International Exhibition.
He stated that the Imam Abu Hanifa (RA) Exhibition has established a prominent position among the country’s trade events over the past editions and has become one of Afghanistan’s recognized exhibition brands.
Mr. Latifi also proposed establishing a long-term cooperation framework between ACCI and the Exhibition Center and signing a permanent cooperation agreement between the two institutions to institutionalize and sustain their joint cooperation.
The contract for organizing the 5th Imam Abu Hanifa (RA) National and International Exhibition covers areas of cooperation and coordination between the two institutions, including organizing the exhibition, attracting and facilitating the participation of domestic and international companies, traders, producers, and investors, showcasing Afghanistan’s products and economic capacities, and creating new opportunities for trade and investment development.
Mr. Mujib-ur-Rahman Shirzad, Deputy for Strategic Affairs of ACCI, also emphasized the need for precise and professional planning for the 5th Imam Abu Hanifa (RA) Exhibition during the concluding remarks of the ceremony.
He proposed developing a comprehensive marketing and promotional plan for the exhibition and conducting all activities related to exhibition promotion, marketing, participant recruitment, and attracting domestic and international visitors within an integrated and targeted framework.
Officials from both institutions described specialized and trade exhibitions as effective tools for supporting domestic production, expanding markets, facilitating trade relations, attracting investment, and creating new economic opportunities. They emphasized the continuation of cooperation to organize effective and high-standard trade events.
Mr. Ahmad Shakil Hazem, Deputy for Policy and Technical Affairs of the Executive Board of ACCI, along with department heads and employees assigned to the exhibition organizing committees, also attended the ceremony.

During their visit to Turkmenistan, the Afghan business delegation met on Friday, 7th of August, with Mr. Fazel Mohammad Sabir, Acting Ambassador of Afghanistan in Ashgabat, and Mr. Sayed Haroon, Economic Attaché of the Embassy. The meeting focused on expanding economic relations, supporting Afghan business community, facilitating transit, transportation and logistics, strengthening customs cooperation, and increasing the volume of bilateral trade.

At the beginning of his remarks, Mr. Faiz Ahmad Khawafi, Deputy for Provincial Affairs of the Afghanistan Chamber of Commerce and Investment (ACCI), stated that Afghanistan has entered a new phase of stability, reconstruction, economic development, and investment attraction, with significant opportunities available to domestic and foreign investors across various sectors. He emphasized that Afghanistan needs large-scale, sustainable, and productive investments more than ever, and that the country’s private sector is ready to implement joint projects alongside regional and international investors.

Referring to economic developments in recent years, Mr. Khawafi said that major economic and infrastructure projects are currently being implemented or planned across various sectors, with the total value of investments and economic projects in the country exceeding $20 billion. He identified electricity and energy as one of Afghanistan’s most important investment opportunities, adding that expanding electricity generation and transmission could create opportunities for industrial growth, the establishment of factories, increased employment, and broader economic development across the country.

Mr. Khawafi described the TAPI project as one of the most important regional projects and stated that Afghanistan is interested in seeing its implementation process move forward more rapidly and the Afghanistan-related components completed according to the established plan. Regarding the industrial sector, he noted that the establishment and expansion of factories in Afghanistan has increased significantly. Currently, around 70 to 100 new factories and production units are reportedly inaugurated and begin operations each month across various sectors, reflecting the expansion of investment, growth in domestic production, and development of the country’s industrial sector.

Mr. Khawafi emphasized that Afghanistan’s private sector is ready to cooperate in introducing projects, identifying investment opportunities, establishing economic partnerships, and facilitating direct connections between foreign investors and Afghan traders.

He also called on the Embassy of Afghanistan in Turkmenistan to play a more active role in promoting Afghanistan’s economic opportunities, encouraging Turkmen investors, establishing connections between companies, and facilitating the travel of business delegations.
